Born on 01.03.1951 at Imphal, Manipur, an alumnus of D.M. College, Imphal, L.M.S. Law College, Imphal and Gauhati University from where degrees in M.Sc.(Botany) and LL.B were obtained. After a brief stint as Lecturer in D.M. College, he joined as Sub-Deputy Collector in Revenue Department, Government of Manipur on 10/06/1974 and then to Manipur Civil Service (Grade-II) on 6th March, 1975. He served in the Autonomous District Councils at Chandel and Churachandpur as Chief Executive Officer. He also worked as Survey & Settlement Officer, Deputy Director of Census Operation associated with 1981 Census is the State. Director of Rural Development and Panchayati Raj, Deputy Secretary, Government of Manipur then Deputy Project Director in Manipur Development Society, for the implementation of special employment schemes as pilot project. The success history of this project was the basis of initiating Jawahar Rozgar Yojna in the country. Also worked as Managing Director of Manipur Spinning Mills Corporation Ltd. Promoted to Indian Administrative Service and allotted 1984 seniority. Held several duty posts viz., Director of Publicity and Tourism, Director of Vigilance & Anti-Corruption then Deputy Commissioner, Chandel. Proceeded to Central Deputation to work as Nazim, Durgah, Khwaja Saheb, Ajmer. On return from Central deputation, he was made Secretary and Director of Higher & Technical Education, Manipur; Secretary, Labour and Employment & Sericulture and Fishery. In November, 1997, went to Tokyo for loan negotiation with Overseas Economic Co-operation Fund now, Japan Bank of International Co-operation for Manipur Sericulture Project which started implementation in 1998. Also worked as Commissioner of School Education and then proceeded to Central Deputation in the Ministry of Social Justice & Empowerment to work as Director, National Commission for Scheduled Castes and Scheduled Tribes. On return from Central Deputation to the State, worked as Commissioner, Economics & Statistics, Science and Technology and also as Member-Secretary of Manipur State Commission for Other Backward Classes. Retired from the Government service on superannuation as Principal Secretary on 28.02.2011 and joined Manipur Public Service Commission as Member on 12.04.2011.
